Who We Are

The Southeast Economic Development Fund Inc. celebrated its 10-year anniversary in May 2024! The SEED$ team, which started with a Business Development Coach and a Business and Lending Specialist, expanded in 2023 to include a Training and Technical Assistance Specialist. They have made significant strides in the southeast Missouri communities they serve. SEED$ provides a vital resource for local entrepreneurs, offering microloans of up to $100,000, technical assistance, and customized services tailored to the specific needs of each client. Over the past decade, they have invested an estimated $600,000 into local communities, issued over 20 loans, supported more than 500 businesses, and helped create 64 new jobs for families experiencing low income in their service area.

SEED$ goes beyond providing capital; they offer training and technical assistance, which are invaluable assets to communities. Their training programs include Money Smart, startup assistance, marketing, business planning, one-on-one training, and risk management. EMAA collaborates with many area banks, Chambers of Commerce, and Vocational Rehabilitation to identify businesses in need of help. They also connect entrepreneurs with other local resources to help businesses grow and thrive in the community.

What’s next? SEED$ is expanding its outreach to disadvantaged communities, building partnerships to support a more diverse group of participants and communities. EMAA is collaborating with partners focused on promoting and supporting the growth of multiculturally-owned businesses. SEED$ continues to serve the community by creating more jobs, boosting the economy for our low-income neighbors.

Community Impact

East Missouri Action Agency has long been an advocate for entrepreneurs, providing training through programs like Bootstrap and Operation JumpStart. Through our work with entrepreneurs and small businesses, we knew access to capital to grow small businesses was a barrier for startups and existing businesses to grow.

At a professional development conference over two years ago, we had the opportunity to see how we could provide more assistance and make a much larger impact on our local economies. The vision for SEED$ was born. We have worked tirelessly since then to deliver what the community said they needed:

Thanks to the generosity and dedication of our partners in the region, such as St. Francois County Industrial Development Authority, First State Community Bank, New Era Bank, The Bank of Missouri, US Bank, Iron County Economic Partnership, US Department of Agriculture, local chambers of commerce, and our parent, East Missouri Action Agency, our vision has been made possible.

On May 15, 2014, we held an Open House to celebrate the opening of our offices in downtown Park Hills, Missouri. We began seeing potential and existing business owners and taking loan applications. Let us help your business thrive. Let us help you get, keep and grow customers.

Ask us how helping your business helps you and your neighbors.

We cannot wait to meet you!

Here are some success stories:

I am the owner/operator of The Pack Rack, a business specializing in selling all forms of trading cards for sports as well as non-sports and entertainment, gaming, Anime cards and limited option memorabilia. I have been in operations at “The Factory”, located in downtown Farmington about two years and recently contacted Southeast Economic Development Fund Inc regarding financing to allow me to expand my inventory and purchase additional display cases. I found the SEED$ staff to be helpful with my loan request by providing both business and financial advice to help me succeed. Thanks to financing provided by SEED$, I am able to provide a better experience for my clients by providing more selection and additional displays.

Drew Calahan, Owner, The Pack Rack

Owning his own business has always been a goal of Jeremy’s. Throughout his career he strived to be able to work for himself, be his own boss. When the opportunity presented itself to purchase a restaurant in Arcadia Valley, I saw a spark in Jeremy that I had not seen in a while. He, of course, was determined to own this restaurant.

After meeting with the bank, we left feeling defeated. 20% down payment!? How do people like us do that? We did not have that kind of money! Jeremy started his mission to figure out a way to get the money and we didn’t have to look far before someone referred us to SEEDS.

What a blessing!

From the first encounter with them, the people at SEEDs made us feel at home. They truly understood what struggles we were having and immediately met us with solutions. Before long, we had a closing date. SEEDs came to our rescue.

Their program made it possible for us to buy our first business. They made the process comfortable and gave us peace of mind through the whole thing. Successfully, we opened Baylee Jo’s in September 2019.

But wait…there’s more.

SEEDs came to our rescue again in 2021 when we purchased the Shepherd Mountain Inn and Suites in Arcadia Valley. The property right behind our restaurant became available and Jeremy couldn’t help but want to buy it. Again, we went to SEEDs and they made Jeremy’s dream come true.

I cannot say enough good things about this program. The people who work there are truly doing community service, as they work to make the impossible, possible.

There aren’t enough good things about this organization and the people who work there. They made the process of purchasing not one, but two businesses (during very trying times, mind you) feel easy.

Thanks SEEDs! There is no way we could have done this without you!!

Jeremy and Jessica Horton, Owners of Baylee Jo’s and Shepherd Mountain Inn and Suites

In 2021, my sister and I decided to launch our first small business. After 20 years in social services and the non-profit sector, I desired a change of career. My sister had always wanted to start a pie shop, but as an educator had only thought of it as something she did on the side out of her house, but after teaching through Covid and becoming a foster to adopt parent, she also desired a change. Although we had worked in grassroots non-profit, launching our own small business was outside the scope of our skill sets, and at times felt daunting. When we were referred to SEEDS, we naively assumed the agency only offered loans. We were not aware of the depth of their services. While working with the SEEDS team, we were assisted with developing our story which led us to our business plan as well as our marketing plan. We were able to establish a financial plan and set goals which aided us in deciding the equipment needed, necessary expenses versus expenses we could plan for but did not need immediately, and whether we should purchase or rent for our first brick and mortar storefront. They introduced us to developers and processed each property with us until we were able to find our location. November 18, 2021 we met our first goal by launching our business in time to take pie orders for Thanksgiving. By January of 2022, we had expanded to offer dine-in options and were financially stable enough for the business to start paying for itself. By April we were seeing small profit margins. In 2023, using the same steps SEEDS led us through last fall, we expanded to be full-time pie shop. We were able to do this without accruing debt thanks to the guidance of the team at SEEDS.
